EMERGENCY SERVICES: POLICE DEPARTMENT - QUALITY-OF-LIFE ORDINANCES
 
The neatness of a community says a lot about its citizens and how they feel about their town. The Borough of Edgewater has property maintenance ordinances regarding snow removal, weed removal, sidewalk repair, trash days and pet ownership. Below are some frequently asked questions about these ordinances.

The Code Enforcement Officer and the Housing Inspector routinely patrol the community to check on property maintenance and may issue summons if they find violations. Check The Residential for seasonal reminders.

Trash and Recycling
Q: What time should garbage be placed curbside?
A: Garbage should be placed curbside on Sunday night, Tuesday night and Thursday night after 8:00 pm. Garbage should not be left out over weekends or put out anytime before the permissible day and time.

Q: What time should garbage receptacles be removed from curbside?
A: Receptacles should be removed from curbside in the morning after garbage is picked up. It should not stay at the curbside all day or until nighttime.

Q: Can I place my garbage in plastic or paper bags?
A: No. Garbage must be placed in plastic or metal covered receptacles.

Q: Can I place furniture, household appliances such as dishwashers, air conditioners, refrigerators, etc. out at curbside with the rest of my garbage for regular pick-up?
A: Furniture or other debris must never be placed at curbside on Fridays or Saturday nights when it will be left out over the weekend. The evening before a regularly scheduled pick-up after 8:00 pm is permissible. Appliances such as dishwashers, air conditioners, refrigerators, etc. are picked up on Fridays only. Please do not leave any household appliances at curbside without alerting the Recycling Department at 201-943-7363.

Q: Can you please remind me of days the recycling goes out?
A: The town is divided into the north and south sides, bisected by Route 5. Recycling pick-up alternates weekly between north and south. If you didn't receive a calendar at the beginning of the year, please call the Recycling Department and a calendar will be sent to you.

Q: What time should recycling go out?
A: Recycling should be put out no later than 7:30 am the morning of pick-up. Please do not use paper or plastic bags.

Q: Where can I put my leaves after I rake?
A: Leaves should be left at the curbside. Please do not put them in plastic or paper bags. Leaves will be picked up regularly from sometime in October until the middle of December. Check in The Residential for exact dates in the fall.

Property Maintenance
Q: Is the homeowner responsible for maintaining the sidewalks, driveways and front or side yards?
A: Yes. The homeowner or landlord is responsible for maintaining sidewalks, driveways and areas around the bases of trees in sidewalks up to the curb. In these areas, property owners are responsible for: repairing cracked pavement, removing debris and weeds, and shoveling snow in the winter. The homeowner is responsible for making their tenants aware of all town codes.

Q: Who is responsible for repair or replacements of sidewalks?
A: The property owner is responsible for the repair of sidewalks bordering the property. The fall is a good time for sidewalk repair. However, if a borough tree or planting damages a curb or sidewalk, the borough is responsible for repairs or replacement of the sidewalks. All other damage is the responsibility of the homeowner.

Q: Who is responsible for snow removal?
A: All homeowners are responsible for removing snow from driveways, walkways and sidewalks. By borough ordinance, snow should be removed within twenty-four (24) hours after the snow has stopped falling. The homeowner is responsible for making their tenants aware of all town codes.

Q: What should I do with my planters that are on my sidewalks when it snows?
A: The DPW suggests to place all planters away from the curbside before it snows. That way, there is less of a chance they will break when DPW plows the streets.

Pet Ownership
Q: I just brought a puppy, when does it have to be licensed?
A: All dogs and cats must be licensed through the Borough Health Department at seven months or older.

Q: What are some things to keep in mind when I'm walking out the door to take my dog for a walk?
A: Curb your dog and keep them leashed at all times. It is very important to keep some baggies handy to clean up after your dog. Owners who have dogs off-leash, unlicensed, in the wrong areas, or who do not pick up after their dogs are subject to receiving a summons.

Q: Can I walk my dog on the river walkways?
A: Yes. Your dog must be on a leash at all times and you must pick up after your dog. However dogs are not permitted in any Borough parks or recreation areas at any time.

Two more important reminders
Q: Can I feed the geese, pigeons or wild birds?
A: No. Do not feed the geese, pigeons or wild birds, on the sidewalks, walkways or anywhere in the Borough. It aggravates a wildlife problem that is already difficult to manage.

Q: Is it OK to take shopping carts away from a retail premises?
A: No. It is illegal to remove shopping carts off of retail business properties.
